Correction: Fred Miller, Macomb County Clerk/Register, was appointed and then elected to the partial term in November 2018. So this is not the first time he’s facing the voters as an incumbent.
I think you have fallen for a GOP talking point. Secretary of State Jocelyn Benson did not mail out absentee ballots. She mailed out applications for absentee ballots.
